Catherine, it is homes for people like teenage mums, single mums, alcoholics, drug users, people out of prison and people who have never worked and live on benefits. They get free housing in some cases or lower rents.These people cannot get a mortgage or cannot pay rent by themselves privately so the governement/ council look after them. We have alot of housing like this in my town.There are more to be built now though.
